Before to go forward I want to be sure we are on the same radio frequency.
I don't understand your latest values.
The most important in this calculation, is to preserve the standing position at the center of the wheel.
In the drawing hereafter I suggest some values which allow not only to include your idea (giving a double speed for the inner wheel) but also to keep the center position for one of the both weights.
For a better view the second couple of rods (BF and DF) has not been represented. This is exactly the case, where the second weight is located at the F point (the first one being at the E point, as shown).
I'm waiting on your confirmation before to engage the animation.
