Dear raj,
Hereafter is the first generation of the requested animation.
The values are based on my latest drawing above.
The path of the blue couple is interesting, most of this path being located in the right part of the wheel during the rotation.
The second couple (in green) is less interesting, the elbow being restricted to a small circle in the center of the wheel. But there is an alternative and second path for this green couple: I shall investigate it further for another animation.
In conclusion:
- I don't see any mechanical lockout (if the two couples are in some different parallel planes).
- The introduction of the offset (for the both centers) seems to give only a small discrepancy versus the original design.

Just a suggestion for your building: instead to use a cylinder rolling inside a drum, a more efficient way is to use a chain where a gear will be suspended inside, the length of the chain being the double of the circumference of the gear. In that case there will be no slippery any more during the motion of rotation.
