If you are using DC electricity for almost anything, that involves coils, motors, capacitors or whatever, it is the VOLTAGE hitting the cap, coil or motor (not as much) that is the most important. LOL! That design incorporates what I went to sleep thinking about last night, which was having the long arm able to reach past center to put its weight on the other side of the wheel. You have obviously tried that, so I won't waste my time.
