Correct... The CF of the weight at the top is enough to overcome gravity ... And friction, not much left after that. Letting it travel further outward will increase it's cf... But it will make it even more difficult to rein it back when it reaches the lower regions. I posted the CF difference above....

The Inner wheel was designed like a bicycle wheel.. spokes and an outer rim. As minimal as I could make it. Have you considered a ratcheting mechanism where your lever meets the axle? Free rotation in one direction, driving the rotation in the other.

This one from today, tops my list. I enlisted the help of my 14 year old daughter... Two balloons, one filled with 3/4 of the way with water, the other just 3/4 with air. Jumbo straw.... Connecting two balloons to each end of straw, while filled... Is very messy... Sealing them air right... Messier....
