We don't know what causes gravity and we don't know what turned Bessler's wheel.
Maybe another way of looking at it, is to say that the force that will be causing the wheel to turn, is the same force that causes gravity.
They are both the effect of the unknown force, one doesn't cause the other.

It wasn't easy to walk to the nearest spring, to get water. Everyone was going to different springs, because nobody knew where the nearest spring was. You are right. If the figures you use, are the dimensions of the wheel and the axle/pulley with the rope wrapped around it, there is no way anyone would confuse that with a 5 to 1 ratio. I think attaching a rope to a pulley reduced more than 4 times, would correspond better with a 5 to 1 ratio being responsible for the slow lifting, than a block and tackle that nobody mentions, or additional pulleys that weren't mentioned either. It appears that i am wrong, to not like certain aspects of a pulley system being called a mechanical advantage, because they are considered to be mechanical advantages.
