The three presidents are one half, the premier is the other half. Power is shared equally between the three presidents and the premier. World law is only changed when all four leaders agree.

The three Presidents control the regions Oceania, Eurasia, and Eastasia. The Premier is represented by the Glorious Leader (and sorry, the Glorious Leader has total power over everybody. And everybody agrees with the Glorious Leader.
