Weird, a water engine?! All that water sloshing around means pretty slow
RPM i'd bet, +the block had better be made of Aluminum!!! (no rust)
So the power is from the steam explosion of the discharge electrode...

Watched a demo on TV awhile back on something similar. Large DC discharge in water separated H2 and O and recombined them as they ignited.

Between the H2 and O explosion and the steam pressure generated they blew a sizable hole through a loose 1/4" thick aluminum lid. Went thru it before lid even started to fly off.

Discharge the steam and add feedwater to the cylinder and you have a boilerless piston-type steam engine.
