when turning this design in vertical position the forces left and right will not be equal.
The spring will be compressed and stretched every complete turn.
Also the turning direction is important, working with or gainst gravity.

Can you clarify some points
Does arm 2 pivot about weight centrepoint ?
Is arm1 free to rotate about main pivot point ( Any ratchet ?)
What ever the answers, matters not. Your design will just slump to its lowest point within the limits of mechanical travel.
The spring does nothing in reality actually, in terms of inducing positive motion through or after one manual rotation of a part or the whole
You are asking it to lift itself up by its own shoe-laces when left to its own devices.
