Hi Jeff,
I only meant that in the schematic I made mention of it is possible to lift a weight vertically by counterbalancing it against another weight being lowered. The weight being lowered becomes the one closest to the axel (as Bessler stated) and the one that has been lifted becomes the driving weight. In this system there is no energy loss, but no energy gain as everything becomes completely balanced. A type of flywheel. Weights move, make sound, and still very little energy loss.

As for Besslers principle of excess weight, he explains quite clearly how this is done. Both weights are paired-or counter balanced, but don't share the same center of gravity. One is closer to the axel than the other one. The one furthest away applies its weight vertically to the wheel.
