I can't offer an opinion on D.Houle's device since there are no details. I can offer an opinion on the advisability of advertising the fact that you have solved the problem of Bessler's wheel, without having tested your hypothesis before hand with a working model. Don't!
It may be that he has indeed discovered how to do it, but in my experience it is amazing how many times you think that you've got it only to discover that you are wrong when it comes to proving it with a working model. I have been there so many times I've lost count and I've also lost count of the number of people who write to me in just the same vein as D. Houle. I want to believe that he has succeeded but caution and experience tells me "wait 'til he's got a working model".
