: I think it all depends on the 'classification' of the device. A wheel utilizing weights to keep it out of balance (i.e. 'gravity powered') would be best described as a "Gravity Turbine". This is more technically accurate, and has a much smoother 'taste' than 'Over-Unity'. Plus, it's much more likely to be taken seriously...
