SK... that's close but not quite right. If you have 8 equal sections in the wheel and each section causes the wheel to turn 1/8 (45 degrees) then you have unity... balance. What you need is to find a way to get one weight to turn the wheel more than 45 degrees and the amount of turn past 45 degrees is the amount of over-unity (so to speak).
