I agree with John. The wheel started slowly and built up speed until leveling off at 26 rpm (54 for the one-directional wheel). If the motion was not uniform, the "jerkiness" of the wheel would have been extremely apparent at the very slow start up rotation, and this was not mentioned in the eyewitness reports.
