The answer is yes, it has to. If you don't account for or take advantage of CF then it will work against you and mess up the orientation and balance of the weights as soon as the wheel starts turning.

This is basically what I was getting at a few posts ago when I said that people tend to draw a static / still design that *looks* like it will work, but won't once it becomes a real wheel... you actually need to design something that *doesn't* look like it will work.. but once it starts turning CF will pull things into place where they can do their job.

Design something that won't work standing still.
