I don't know if there's something special going on in the black and white gear/spinners but assuming everything is purely mechanical...

the spinners would need to be geared unevenly so that the left weight would move just a little and that would move the right weight alot... the spinners couldn't be geared 1:1 for that to happen...

since the gearing is not 1:1 then the left weight would have to be heavier than the right weight, otherwise it wouldn't be able to lift it under the reduced gear ratio...

Since the left weight would need to be heavier than the right weight that means that when the right weight was all the way up and the left weight all the way down they'd be balanced... and so the device wouldn't roll over.

Just another example of someone trying to drop 1 lb 1 ft to lift 1 lb 1.1 ft. Not going to work.
