Gravity would remain the same over and under the machine.

We could maybe look of the total mass as decreased.. 3-6 % or so..
depending of diameter and ratios.
Threre would maybe be a small prosentage less mass resting on the ground, thats all.
If we had 1000000000Kg mass put into Besslerwheels around the world, and an average of 5 meter diameter machines.
We could produce constantly around 1TW
And the Earth would constantly "miss" about 50,000 Tonns of mass or something.
That would be the only bi-effect..
If we moved 50,000 Tonns of mass into space, would that affect the Earth ?
