I stumbled onto this site and think it is worth a look, even though it is not exactly Bessler Wheel. It appears simple enough to work, it had a patent that is now out of date (according to the site), which means a working model was constructed, and was done in a home workshop. It involes using permanent magnets. Looking at the linear model, I couldn't help but think that if the downward force was replaced by gravity and the upward forces were replaced by springs....
