Yes I see your reasoning but I doubt if it was a detectable slowing down and speeding up. I have always been struck by the clarity of the witnesses to the wheel and I'm sure that if the wheel had not been so utterly constant in its revolutions no comment would have been made about its steady action.

: I currently believe that you are both correct. Remember that the wheel acted as a 'dynamic brake' as thus it slowed it self down, at every turn, to match up to is maximum speed. While loaded, it would naturaly spin slower under load, always trying to build up to it's max speed. While unloaded, it would constantly try to slow down to it's max speed. Just my opinion on things.
