I think what you are asking is what happens to the heat that is produced from anything on earth. The heat that is produced either natural or unnatural is transferd to the atmosphere, the atmosphere in turn transfers it to the cold of space. Now if the temp in the atmosphere gets warmer the atmosphere expands and transphers more energy to space. (example) In the early 70's NASA launched skylab into orbit. All looked well untill increased solar activity heated the atmosphere a little. The atmosphere expanded, it slowed and degraded it's orbit till it fell out of orbit.

I've never read that Besslers wheel produced heat, but I think that the people testing it at the time would have reported it if the wheel felt warm or the temp in the room was higher. hmmmmmm
