Has anyone developed the system whereby radiating tubes,on the wheel are half filled with liquid, free to move, with the arms (tubes) able to move relative to the wheel.
Alternatively with liquid filled segments (rather like a cheese trianglur portion which has a profile that allows the liquid to move away from the centre on the down side and towards the middle on the uo side.
