Sadfully it doesn't work this way. If you watch the COG of the weights you will see. Simulated it under different conditions, but the weight on the right side was not strong enough to turn the whole thing to the 9 o'clock position.

: I like it, I made an animated gif of it. I may not have got it like you have explained but I can change it if you can explain how. I left out the spings and catch levers, but I gather that the weight would fall with enough force to compress the spring and be latched in that position untill the wheel would rotate around and the weight would then be released and the spring would have enough stored energy to propel the weight back to the starting position.
