I've tried this in some of my experiments. The main problem with hanging weights down and attaching connecting strips to link them is that the strips will interfere with the pivot points. To do something like this requires a 'hollow' pivot (these are not fun to build...) so that the strip can move through freely.
example: (edge-on to wheel)

where: a/a = spoke arm (pivot holes), w = weights, -s- = connecting strip pivot
To me, building something like this is a nightmare, but the best advice I can give you is that if it looks good on paper
EXPERIMENT with it!
