Before you go further than beyond hanging an 8" long 1" wide weight on each spoke of your theoretical wheel, draw a horizontal line across the axle, parallel to the earth's surface. Take a measure from the center of gravity of all weights (should be pretty close to mid-point of your weights) to this axle line. Do the same from the axle line to the COG's of all weights below the line.
You will observe that there is more distance between the COG's of all weights below the line than there is above, therefore the wheel is not truly balanced but is bottom heavy already going in to the construction. To achieve imbalance of a wheel, it has to be balanced to start, not bottomheavy.
