Sorry, should have worded it "swung free from the inner stop". In operation the stop appeared to turn down and clear of the weight as the disk rotates, but in actuality the smaller weight and lever caused the big weight to
lift from the stop at 1230 position. There wass always a tension in the spring; it stretched at top release when the lever swung the weight out toward the outer perimeter, and helped the lever pull the weight back to the stop at 6 pm position.
