Absolutley true.

Then again if what you are refering to is a wheel where a lever extends straight out horizontally from the axis and always does so no matter what position the wheel, then this is nothing extraordinary and I can show you a few ways of doing this.

And if it works you won't consider keeping it a secret until you find some secure footing?
