22.5 Degree Picture

The image of Bessler's wheel with the three sections of 22.5 degrees each, does anyone have any guesses as to what Bessler was trying to convey with this picture? I know some people have mentioned the arc of a swing of a pendulum, or the tilt of the earth's axis. It seems if this was the last diagram with the message, "Do you still not understand?" it would be indicating something important about the wheel. Any other theories out there about this? Just curious.
