Here's a vague description of how it works, but you have to go to the website to see the picture that goes along with it. I couldn't understand it well, so I'm not yet convinced:

The elementary Perpetuum mobile can be made as follows. We shall take the device known already for reception of the superindividual energy, consisting of two square pulleys 1 displaced from each other on 45 ° and connected by 45 circuit of 2 (figs 1). We shall place on axes 3 crosses 4 enough sizable for creation of the significant moment of forces and inertia. We shall arrange crosses thus as it is specified on figs 1. For the best understanding, we shall lead additional constructions. We shall draw a shaped line the additional crosses 7 displaced concerning the basic crosses 4 on 45 °, showing position of crosses after turn on 45 °, and the circles 6 specifying a way of blades of crosses at rotation.

SHesternja 8 inertial mechanisms, it is fixed on an axis 3 and results in rotation shesternju 9, fixed on a flywheel 10.

Two spheres 5 settle down on blades of crosses.

If slightly to push the represented device, crosses, speeding up, will start to rotate, and dojdja up to a horizontal axial line, spheres will get the maximal speed and energy. Projdja this line, the resulting moment of forces will start to decrease, but in system the energy which has been saved up by a flywheel 9 will start to act. Dojdja up to the bottom point represented in figure, the sphere 10 stops, lozhas on a half-spot, and is rolled on next to a half-spot, being prepared to rise. The top sphere, having risen, is rolled on next to a half-spot, being prepared to lowering. Crosses, having released from spheres, continue rotation by inertia, eating the energy reserved by a flywheel 9.

The blade of a cross 4 having come nearer to a sphere 5, sets it in motion, pushing together it. It falls on the blade of a cross, lowering it, and other cross clings other sphere, and lifts it. Process repeats continuously.

I consider, that in a similar way worked PPM Ioganna Besslera (Johann Bessler), made as him in 1712. I consider, that it is time to return a fair name to the person whom the world science has named the swindler.
