I didn't read through the whole thing in detail, because there's alot of information and calculations there, but I did see one small red flag (I always tend to look for the very simplest things first)...
If this thing puts out some small amount of energy when it tilts then... is it more than the energy needed to pressurize the "high pressure tanks" on each end of the balance beam?
