Governments have a proven history of lying about many things. This includes the governments of ALL countries of the world, including all democratic countries such as the United States. In fact, there is demonstrable proof that the United Sates has done many types of experimentation on it's own citizens and soldiers in the past.
One such experiment involved letting patients with syphylus go untreated till they died to see how the disease progresses. Other experiments involved injecting unsuspecting patients with radioactive isotope to determine what types of side-effect would result, and how the body would resopond to the radiation. These things are all documented and beyond question.
Given this past history of government secrecy, it is reasonable to assume that governments continue to keep simular secrets even today. We have no good reasons to believe that the governments of today have completely stopped such clandestine activities.
It is difficult to say what a government's response to the discovery of perpetual motion would be, but I think that we can be confidant that military planners would be exceeedingly interested in the military implications. If there ARE significant military implications, and I think it is reasonable to assume that there are, then we also have reason to believe that governments would take steps to control perpetual motion technology.
Unfortunately, the only real way to control such a technology may be to keep it secret. Given the common belief that perpetual motion is impossible, keeping such technology secret would not be difficult at all.
