Mr. Tim is correct about the compound levers, or "Lazy Tongs". The figures of the hammerers and woodchoppers could be toys, or also could be figures/drive links from a moving-figure clock or glockenspiel, since JB was a clockmaker.
The figure you question would work very well to attach to a window or opening and let unfold, like a modern pull-cord fire escape ladder. The rung distances seem to be even, and the way the hinges are set up
it would seem to be able to "back-and-forth unfold" if it were folded up, hung, and then released.
