Yes, 'B' does look like it might fold flat with alternating hinges, if that's what they are. But then 'A' doesn't seem to make much sense with the pivot points positioned as shown???

: Mr. Tim is correct about the compound levers, or "Lazy Tongs". The figures of the hammerers and woodchoppers could be toys, or also could be figures/drive links from a moving-figure clock or glockenspiel, since JB was a clockmaker.
: The figure you question would work very well to attach to a window or opening and let unfold, like a modern pull-cord fire escape ladder. The rung distances seem to be even, and the way the hinges are set up
: it would seem to be able to "back-and-forth unfold" if it were folded up, hung, and then released.
