I guess sorting out fact from fiction with Parks interpretations (I would say speculations) is difficult. My approach has always been that if a quote or statement can't be sourced back to an historical document then it should be treated with suspicion.
I believe it was in Bessler's Apologia where he described silencing the noise of his earlier wheels (probably his first two) with felt and leather padding because he thought the sounds might give away his secret. In his later, more powerful wheels - Draschwitz onwards (Draschwitz wheel described as turning with 'great force and noise') - he found the padding wore out too quickly and he gave up trying.
It is Parks speculation that Bessler disguised the noise of his wheels with other 'dumb weight' noise-makers. IMO, there's a huge difference between 'silencing' and 'disguising'.
