Yeah some people have some pretty weird ideas in government. I once phoned the Canadian patent office ( interesting government numbers begin with 666, hahaha) to find what one would need to do to file for a perpetual motion machine. The lady on the other end said you can't file a patent that has the ability to put other mega resources out of commision (not her exact words but close enough). I knew that was B.S. and I just happened to get someone who really didn't know her job to well.
