I agree. Bessler's contraption must have had something that held it back. If it was a truly out-of-balance device it would speed up until it reached a destructive overspeed, or something inside caused its limitation.
All that below was just a mindwandering question I had that bugged me, if such a device could run theoretically ungoverned, what were theoretical results.
