Yes, Centrifugal/centripetal forces can be exploited rather like gravity, however the force vector dynamics in a classically mechanical system require a much more complex arrangement to rectify such forces. This is why a hydrodynamic setup is easier to accomplish. Imagine a mercury driven device!
